REDD+ stands for Reducing Emissions from Deforestation and forest Degradation, plus the conservation of forest carbon stocks, sustainable management of forests, and enhancement of forest carbon stocks. It is a global framework under the United Nations Framework Convention on Climate Change (UNFCCC) that enables developing countries to receive results-based incentives for protecting their forests.

REDD+ Malaysia aims to reduce forest-related greenhouse gas emissions and enhance forest carbon stocks while delivering climate, environmental, and socio-economic co-benefits. It supports Malaysia’s national climate commitments and its pledge to maintain at least 50% of its land area under forest cover.

REDD+ implementation is coordinated by the Ministry of Natural Resources and Environmental Sustainability (NRES) through the REDD+ Malaysia Secretariat, working together with federal agencies, state governments, forestry departments in Peninsular Malaysia, Sabah and Sarawak, and other stakeholders including local communities and civil society.

REDD+ promotes the full and effective participation of local communities and indigenous peoples in forest management. This includes respecting their knowledge and rights, involving them in decision-making, and channelling benefits from results-based payments toward community livelihoods and sustainable development.

Safeguards are measures that ensure REDD+ activities do no harm to people or the environment. Malaysia addresses and respects the seven Cancun safeguards, covering governance transparency, respect for the rights of indigenous peoples and local communities, stakeholder participation, biodiversity conservation, and the prevention of reversals and displacement of emissions.

REDD+ activities are financed through a combination of national budgets, international climate finance, and results-based payments for verified emission reductions. The Malaysia Forest Fund serves as a key mechanism for mobilising and channelling finance to support forest conservation and sustainable management.

Implementation covers policy and strategy development, sustainable forest management, forest monitoring through the MRV framework, operating the Safeguards Information System, and stakeholder engagement programmes with communities and partners.

MRV stands for Measurement, Reporting and Verification. It is the system Malaysia uses to measure forest carbon stocks and emissions, report results transparently to the UNFCCC, and have those results independently verified with integrity.

The SIS is a national system that collects and provides information on how the Cancun safeguards are being addressed and respected throughout the implementation of REDD+ activities in Malaysia.

The Malaysia Forest Fund (MFF) was established on 30 June 2021 to implement the REDD Plus Finance Framework (RFF). It is formed on the initiative of the Ministry of Energy and Natural Resources. MFF is governed by its Board of Trustees, whose members consist of well-known policy makers, industry players and non-governmental organisation (NGO). MFF’s main role is to generate funding for the forestry sector through the transaction of carbon credits. This is aimed at enhancing conservation and sustainable management of forest activities through the reinvestment of the proceeds from carbon credits.
