Criteria & Indicators (PC&I)

A national interpretation of the seven Cancun Safeguards adapted to Malaysia's unique context.

Malaysia has developed a comprehensive set of Principles, Criteria and Indicators (PC&I) that interpret the seven Cancun Safeguards in the national context. This framework provides the basis for monitoring, assessing and reporting on safeguards implementation across all REDD+ activities.

Principles

  • Principle 1: REDD+ actions complement national forest programmes, international conventions and agreements.
  • Principle 2: Transparent and effective national forest governance structures are in place.
  • Principle 3: The knowledge and rights of indigenous peoples and local communities are respected.
  • Principle 4: Full and effective participation of all relevant stakeholders is ensured.
  • Principle 5: Actions are consistent with the conservation of natural forests and biological diversity.
  • Principle 6: Actions address the risks of reversals (permanence).
  • Principle 7: Actions reduce displacement of emissions (leakage).
